Certainly. I just don't hold any hope.
They're too busy engaging in low-scale warfare and dying of HIV. Remove the HIV and they'll still be killing each other. These groups have been at each other's throats since before recorded history, and they're not about to stop. If you put Whites on the timescale, they barely rank as a blip.
If you completely removed all external influence, I rather suspect Africa would go into some weird sort of stasis, living off some premade hand-me-down technologies in return for natural resources, and otherwise doing what they always do: party often, watch their women get eaten by crocodiles, and killing the guys next door from time to time. Hell, you can still quite easily find bushmen living today exactly as they did when humanity first left Africa.
I'm sure there are people who might argue that external investment can do to Africa what it did to China and India, but there's a problem: China and India have already demonstrated that they're perfectly capable of high social organization when left to their own devices.
I think we should just leave them alone, just in case we nuke ourselves off the face of the place. They're close enough to menial living that it'll make no difference to them if all the technology disappeared. Eventually some crazy but adventurous black nomads will decide to leave Africa and begin exploring the former nuclear wastelands anew.

The colonization of Africa has done far more damage than good. It has drawn lines on a map that cut through 1000s of year old tribal lines causing problems. Think about it the Africans obviously knew how to not fight with each other or at least keep in to a minimum, that is until these lines were drawn. One of the biggest problems is people went into Africa and said you have to grow this crop it is great for export, then once the crop was ready to harvest hippos came in and ate the entire crop in a night. The Africans had their farm land sustainable and functional until we started messing about. The problem now is they can't go back, its to late. They have already lost many of their ways of life, they way their ancestors used to do it. lost for ever. this might be the biggest tragedy. colonization stole their identity and history.
