Yeah, but the point is, it's so easy to bypass.
I'd be surprised if any org that tracks or poisons "illicit" downloads still tries to do either from their office subnets very much any more. I can get as many IP addresses as I want from any number of companies that are just dying to give me one (ISPs, etc). And I don't even have much money.
Don't get me wrong. I use several lists myself for various applications. But it's not going to help a determined org find out what I'm doing. And in the past 3-4 years, I've maybe blocked less than 3 connect attempts from blocked IPs on a strict list (IIRC, they were just foreign universities).
