Adult Asians average 1 cubic inch more brain mass than Whites and Whites average 5 cubic inches more brain mass than Blacks. They state that race differences in brain size are present at birth; and larger brains contain more neurons and synapses to process information faster.
It is obvious to anyone who looks at the situation objectively that Blacks in the USA and in Africa are less intelligent than Caucasians. They are not only stupid, they are extremely violent.
Blacks in the USA are overly dependent on welfare and Blacks in Africa depend on foreign aid. They incapable of taking care of themselves and therefore are an undo burden on society. Blacks are a classic example of stunted evolution. While technically they belong to the human race; realistically they are are sub-species. Based on their abilities and behavior I would call them Africanus Criminalus.
I don't think it's so much "stunted evolution" so much as it is a never ending culture shock. Blacks were getting on pretty well with their mud huts. There were violent tribes, but America is a violent tribe on an international scale.
Africans are more accustomed to tribal cultures, and this "white man bringing civilization to the savages" bullshit didn't work. Whites need to learn not to stick their nose in everywhere. Blacks may be cognitively inferior to white people, which is why they don't thrive in a white created culture. They thrive in less complicated tribal cultures. Unfortunately, we've already pushed white culture down their throats so much they can't GO back to the way that was successful for them. And the smarter of the blacks have learned to manipulate the rest.

I actually agree with you somewhat, but when you try to use this comparison on any sizable scale it fails because human races have a more diverse gene pool than dog breeds. Dog breeds are created by inbreeding from a very very small group. Human races aren't (except maybe in the South).
