In answer to your question - it depends on the country. I'd say people in the UK are getting dumber due to the atrocious state of the once excellent education system, whereas the schools and colleges in Ireland have been steadily improving during recent years.

i got one worse, same show, $100 question "What animal did Hannibal use to cross the alps? elephant, horse, pig, donkey"
the guy had no idea, asked the audiance, who strongly replied elephant, then made the 50/50, then called a friends to ask elephant or horse? then chose horse, and lost.
all 3 lifelines $100 question and still lost, i will never forget that moment.
