How can one set up a clearnet website that...?

• cannot be traced to the administrator
• cannot be shut down
• does not leave any weak links available for governments to strongarm (see: governments forcing VPNs to become honeypots)

Ideas
• tor2web.org to display your secure TOR hidden service
• pastebin hosts the content; pastes are linked to from a persistent, official source; this doesn't really solve a problem other than diffusion of responsibility ("I only link to it!")
• Admin herds a botnet. Zombies run a distributed web server (have no idea how this program would work).
• Web page embeds TOR in Javascript/Flash/Java

Or you could make a large CPU out of smaller programmable ones. It's not like there's backdoors in Microchip PICs.

That's fucking overkill, and a good way to ensure that you're going to have security bugs in there.
