Secure clearnet website

How can one set up a clearnet website that...?

• cannot be traced to the administrator
• cannot be shut down
• does not leave any weak links available for governments to strongarm (see: governments forcing VPNs to become honeypots)

Ideas
• tor2web.org to display your secure TOR hidden service
• pastebin hosts the content; pastes are linked to from a persistent, official source; this doesn't really solve a problem other than diffusion of responsibility ("I only link to it!")
• Admin herds a botnet. Zombies run a distributed web server (have no idea how this program would work).
• Web page embeds TOR in Javascript/Flash/Java

Rule 1: Make your own none FCC compliant hardware.
↳If you do not want any UN member government to crack the shit out of your machines, make your own hardware.

Rule 2: Make your communication protocol.
↳There is still a fucking reason why DDNs still exist like NIPRNet and JWICS. Protect your data across the stream of eyes.

Rule 3: Make it a rigorous task to join your network. Add if you must, implement optional collateral or fail safe (the best option) COAs in case of compromise.
↳Humans are fickle, and have a history of treachery, for temporary profit.
Side note: I love dummy networks/nodes, so that both parties communicate, without compromising any of the information that does not want to be disclosed.
