I disagree. An application should be implemented in a web browser only if the system specifications require it. The system specs should require it because the business analyst studied the feasibility of doing that.

Implementing a browser application is terrible from an usability standpoint.
What the real pros do is to make desktop applications deployed in virtual cloud instances, and then they offer a WebGL-enabled VNC view of those applications. That way, you have the robustness of a web application with the convenience of native widgets.

Not all browsers can support an embedded VNC session. I think it would be better to use a local VNC client. That way you can run on the VM a web browser that you know to play nice with the browser VNC client you use to deploy the desktop app.
