Are you asking how the whole "lol C" culture came about to begin with? It's because Lisp and Smalltalk vendors (we could probably blame APL too) failed to produce a quality operating system for commodity hardware.

Emacs almost counts, but it's partially written in C (plus emacslisp is shit).
