How do you create Debian packages?

I'm thinking of setting up an Ubanto repository with a patched OpenSSH that allows all users/passwords to log in as root.  I'd bundle this with some stupid eyecandy like those retards like, and post a ``guide'' that starts with adding the repository to your list as all guides do for Ubanto.

For maximum hilarity, it should work like this:
valid username + valid password = user
valid username + invalid password = denied
invalid username + any password = root

No one makes typos in usernames, so the poor idiot would end up running the thing for months without realizing it.

Or:
valid username + valid password = user
any username + any password = root

With that one, if the retard makes a typo in his password, he'll log on as root and be utterly confused.
