A good example from USSR: soviets had state paid free education. Alas there is nothing "free" and when the Jews (most of whom had university degrees) wanted to mass emigrate to Israel, USSR requested them to pay for their education, which led to U.S. trade embargo on USSR (Jackson-Vanik amendment). It's funny how U.S. defended thieves, who stolen people's money in the form of education. After that, USSR set quotes on the Jews in universities. I don't know if it's race so much as culture.  When everyone believes the same things i.e. rape is bad, gay is bad, don't steal, don't kill, the it's easy to build a relation on trust.  When the guy next to you is not of your culture and not of your heritage, you don't trust them because you don't have the same basic ideals.  Hence bosnis/serbia -- a nation of nearly homogenius people who killed the fuck out of each other over religion and culture.

I understand that it doesn't mean stealing. Where do you think the government got that money? Did they sign a contract to reimburse the government if they gave up their citizenship? Why are Jews the only people on earth being judged by this rather unique interpretation of stealing that wouldn't hold up in any real court of law. A communist government can do anything it wants with the resources and people it owns. They didn't have a say in it.

I received a free education from my country.  If I renounce my citizenship, I don't pay a dime for anything it did for me.
