I don't know if it's race so much as culture.  When everyone believes the same things i.e. rape is bad, gay is bad, don't steal, don't kill, the it's easy to build a relation on trust.  When the guy next to you is not of your culture and not of your heritage, you don't trust them because you don't have the same basic ideals.  Hence bosnis/serbia -- a nation of nearly homogenius people who killed the fuck out of each other over religion and culture.
