A good example from USSR: soviets had state paid free education. Alas there is nothing "free" and when the Jews (most of whom had university degrees) wanted to mass emigrate to Israel, USSR requested them to pay for their education, which led to U.S. trade embargo on USSR (Jackson-Vanik amendment). It's funny how U.S. defended thieves, who stolen people's money in the form of education. After that, USSR set quotes on the Jews in universities. I.e. all Jews are traitors and emigrants, so there is no reason to educate them.
