The IRS has such policies in place. For example, I've had my taxes done recently, and my auditor informed me that I would have made more on my tax return had I been married, and even more if I had children to claim as "dependents". Even if you gave every family with two kids or more vast sums of money to encourage couples to make more kids, the increase in population would be nominal at best. High standard of living = fewer children. There's not really much that can be done except lower the standard of living.

Still not getting it. What part of high standard of living = fewer children do you not understand? Any policy that attempts to alleviate this will be negligible at best. I don't know about Japan, but over here it's already more beneficial to you in some cases to be married and have children. People with lower standards of living will probably have 5-7 kids, people with high standard of living usually not more than three.
