A few million population country has enough variance in population. Even Jews, who lived in tight communities of 100 members managed to survive for 2000 years.
Basically, we are talking here about an ideal size of a country as a social unit. Very big countries also have exceeding problem with control efficiency and corruption.
I.e. if one manages to unite all countries into a single Earth size unit, then it'll be a disaster.
