Right now troops get scholarships even with a single enlistment period of 4 years. To make McCain's plan work, you would have to remove that from them, which is one of the major reasons people enlist in the first place. Not only would he be taking away benefits from the troops, he'd be taking away any incentive to enlist, thus reducing our troop numbers. McCain's plans just don't work.
