This says to me that he wants a bill that would give partial scholarships to people who have done a single enlistment, but more money for people who have been in longer.

Very different than "I don't want to give any of the troops money for schools, they can stay uneducated and cannon fodder, because I am Baron Von Evilsatan."

Quite frankly, what you are doing is grasping at straws.
