Which McCain doesn't want them to have. McCain said he does not want to give troops college money because once they get their degree they leave the service and enter the private sector. He wants them to remain uneducated with no job prospects so they'll stay on as career soldiers. The military lacks career people. Doesn't change the fact that McCain is actively working against the troops' best interests and they know it. That's why troops have donated 8 times as much money to Obama as McCain and why they favor him in the election 4 to 1.
