The message regards if this Japanese user is willing to distribute skins to foreign players.
I've already messaged this user once regarding this request and said user did not understand my message clearly since I used machine translation.

I can't really figure out what the user was trying to say from the machine translation, so I would like to ask for assistance on this once again. I would like someone to translate the original message so that I may reply to the user's message accordingly.

"Again" isn't a phrase; it's a word. The phrase "hello again" isn't as prevalent in Japanese as it is in English, where we say "hello again" as a kind of "I'm still talking to you, and probably bothering, you but there's a limited number of greetings in my language so I'll attach 'again' and continue with my end goal of getting what I want and being polite so I don't piss you off at the same time".
Japanese will more often use an apology to begin such a request, saying something like 「また迷惑をかけてすいませんが」 or 「申し訳ないが」. While it's entirely possible and casual to use 「再びこんにちは」 or 「またこんにちは」 (both literally meaning "hello again"), sticking with the Japanese approach will win more bees.
