I just went there. Registration? Invitation codes? Completely misses the point of an imageboard. I'll bet it uses a crappy Kusaba derivative to runs its boards as well.
I haven't gotten a working code yet, so I'm not completely convinced that it isn't just a massive troll. But I'm leaning towards the fact that it's real, because there are a lot more idiots who think they know how to make a better 4chan than there are good trolls.
Tee runs Not7chan.[1] Why would he need to run that god awful board for? He is busy currently working on an imageboard script called PyIB.[2] He has also completely given up on Kusaba[3] and anyone who asks help with the original Kusaba script, are told to use the conversion script to convert from Kusaba to PyIB[4] and he no longer wants to have anything to do with Kusaba anymore -- or its continuations for that matter.

GoDaddy is horrible as a domain registrar, RedCream. Just use something like Network Solutions or MYDYNDNS.ORG instead. 4chan's old 4chan.net address was taken down by some asshole from the Something Awful forums, by e-mailing GoDaddy. moot was never informed of this[1] and spent days trying to get a hold of them.

Remains valid to what? It's a horrible service and this is common knowledge on the Internet. If you like to register domains that will one day mysteriously become void, then by all means go and use GoDaddy. I'll go and use registrars of higher caliber for my Internet domain needs.
