Depends on the average joe. The AVERAGE joe would not understand computers well enough. Someone who has been using computers for awhile and already understands them would probably only need guidance in the process of assembly.

I just built one on Thursday. This one, actually. It was easy as shit. It took about three hours to put together. My only problem in the setup was because I didn't let the XP installer do its thing - I thought it wasn't working, but it just needed some more time.
Nothing on the internet helped me because I didn't need it. You already want to build one, so I assume you know a little bit. It's basically a matter of buying compatible parts and putting the right plugs in the right places. It helps if you can use a screwdriver.
Step 1: Buy parts (newegg.com is usually cheapest)
Step 2: Stick parts together
Step 3: Put in OS disc, let it work
Step 4: ????
Step 5: Profit

Helpful, because the assembly was the most of my worries, since I have a friend who I can ask if X part fits with Y part (but he doesn't live near me so he can't build it for me :( )
computer internals are almost idiot proof anymore. Most parts only fit one plug and can only be plugged in one way.
just don't force anything and keep an eye on the jumpers for your hard drive and CD-Rom.

Also, don't mangle your equipment trying to get it to fit.
