Hard drive recovery

My hard drive wont spin for reasons unknown to me so I figure that its finished and not going to work anymore. I would like to know if its possible to recover the data on it and if so how can I do it?

I've used SpinRite in the 1990s and found it to be a useful tool.  However, if the drive is not accessible in the first place, what will SR do for you?  It still requires the drive to be spinning, right?  I mean, SR doesn't have drive-spinup capability, does it?

That reminds me:  We're talking about IDE or SATA, right?  It's possible to set a SCSI controller to not spinup a drive.  Just covering my bases, here.
