Blue lines all over my screen

Hey guys, there are a bunch of blue lines and dots on my screen. Is my video card fucked?

Put in a backup one and see.

Damn well it served me well for 3 years, probably couldn't handle the 105+ degree summers. Old one was a radeon 9700 pro.  So what's a good cheap card with good cooling to replace it? I got around 250 US to spend.

both of those are good and just in your price range, and I'm guessing that your motherboard only has AGP ports, so I included that in my criteria while searching.

Also, be sure to bitch less and google more when asking about "Video Cards" under 250 dollars and similar easy to solve problems like this.
