Hey guys, there are a bunch of blue lines and dots on my screen. Is my video card fucked?

Damn well it served me well for 3 years, probably couldn't handle the 105+ degree summers. Old one was a radeon 9700 pro. So what's a good cheap card with good cooling to replace it? I got around 250 US to spend.
