The torrent dl status icon never turns green ever since I entered this college with my laptop. Also, the P2P program shuts down from 12 to 4 pm. Is there any program to ignore the fire wall or any sorts of restriction from the connection provider?

Firewall. Try changeing the port range to something high. If your client doesn't let you, get bittornado.
