My understanding is that homosexuality was frowed upon unless you'd been fucking said person since they were a boy ("You can carry a bull, if you carried the calf."). Apparently homosexuality and pederastry were both illegal, but it was popular among the upper classes, which is the only thing we read about nowadays. Besides, Plato certainly did consider it a bad thing, so some people certainly disagreed with it.
But hey, it's an interesting topic, so if you can point otherwise, I'm all ears.

The problem with using the above individuals as a standard is that they were well-known and powerful. Since the dawn of history, the powerful or famous have been given allowances as to their behavior. It's too bad we don't have any records of the common man.
Also, it's important to remember that ancient Greece was composed of multiple city-states, with different laws. Some allowed homosexual activity, while others did not.
