Well that's not exactly true.
It's right that they used video reference because you obviously can't animate someone playing drums if you can't play the drums in real life.
but
they didn't traced them, (if you guys are talking about Sentaro's drum solo in Ep.1 )
It wasn't rotoscoped, it was basically drawn from a video reference.
The same technique was used on this Haruhi Clip.

It's not roto. The difference is that the drawings are drawn totally accurate with the video reference.
Just take a look at Sentaro's face, I don't think his face was rotoscoped LOL.

It's hard to say, animators use references for alot of things all the time. Top tier animators from Ghibli or Madhouse will go out and record footage of actions to use as reference. Like for Spirited Away, when Chihiro feeds the dragon some medicine, they visited a vet and saw something similar done with animals and they used that for reference.
Or for a movie I can't recall now, but there was a woman running along the road, they had a girl dress up in a coat and run behind a camera mounted on a truck and used that as reference. So yeah, there are a lot of movements which I'm sure animators are not aware of personally but I think it's fine they use them for video reference.
