Doing physics practice questions and my worked solutions said that:

   - these forces exist "during and immediately after the collision" -

...in relation to describing the unbalanced frictional forces that are acting on a car in a real life collision (to demonstrate that momentum is not conserved in the non-isolated system)?...

What is the significance of saying this and does this mean anything different to just saying that forces are unbalanced in a real life collision?

i do not get a slightest aspect of what you are trying to ask.
what the fuck about a collision has to do with the balance of forces? momentum will not be conserved in real life whether forces are balanced or not. some of it will always be lost as heat.
