I keep hearing rumors about prototype stealth and partial invisibility materials for the military, but then nothing comes out of it. Is there an overview of the different projects attempted and why they failed?

Because fucking invisibility is something that happens overnight, amirite? What you've been hearing about is bleeding edge shit, still in very small scale proof-of-concept experiments in laboratories. The stuff you hear about today won't enter the field for 5, 10, 20+ years.

WTF are you even talking about, OP? Do a google news search for "invisibility cloak" and you'll find all sorts of shit on the first page of results. Have you tried doing any amount of research at all?
Because the technology has strong military apllications. If big countries know how close others are to stealth technology then it could spark conflict.
