Stealth suits

I keep hearing rumors about prototype stealth and partial invisibility materials for the military, but then nothing comes out of it.  Is there an overview of the different projects attempted and why they failed?

Yeah, but where are these prototypes?  Even the failed projects, why isn't there good information on how far they got?
