I've always been bummed about my life from lack of a social life (around 13 years old when I moved to a new town).
That sucks.  Are you longing for platonic friendships or for relationships?

They made fun of me because I was brown and this was around 9/11.
That's quite shitty.  But you have to remember, most people don't know any better.

I think it started to sink in after I graduated college and working at a lab doing generic engineering work with a retarded manager.
Disgusting (that last part).  A retarded manager can significantly lower the quality of your life.

I would like to program, but I feel like a mental midget.
Maybe you just haven't spoken to the right people or read the right books just yet.  A good start would be reading SICP.

I like programming in C, but it seems like in order to succeed in this programming language I would be forced to really learn libraries that would make me hate programming (windows api or one of the many bad network protocol libraries.)
There are things other than C out there, you know.  Also, windows?  Seriously?

There seems for no way to be happy.
I suggest going back into university, maybe taking some computer science or math classes and doing research instead.  At least you'll feel you're doing something useful and interesting, and the management is a lot less retarded (unless you're exceptionally unlucky).  You will also have a lot more social encounters.
