Is BBCode Turing-Complete?

I'd like to implement a small random-number generator in BBCode, but I'd like to know if this is even possible before starting. Is BBCode Turing-Complete, and if not, are there any text markup languages that are Turing-Complete?

Originally it was, but nowadays it is intentionally crippled in most places which allow it to limit your freedom of expression.

Turing-complete BBCode is forbidden in most jurisdictions.  Possession of Turing-complete BBCode is a felony.
I have heard that some private invite-only underground text boards implement Turing-complete BBCode, but have been unable to verify these rumors.
