Is BBCode Turing-Complete?

I'd like to implement a small random-number generator in BBCode, but I'd like to know if this is even possible before starting. Is BBCode Turing-Complete, and if not, are there any text markup languages that are Turing-Complete?

Turing-complete BBCode ``considered harmful'' because it can put the server into an infinite loop.
