If HTML is a markup language, would it be correct to say "I mark HTML", instead of "I program HTML"?

Technically you say, "I will write HTML." Or "I will typeset in HTML."
marking has a connotation of branding or labeling something. Not typesetting which is what you are doing in Markup Langs.
