PHP is not a shitty language for web dev stuff. It gets the job done, and that's all you need to do when you're working on someone else's clusterfuck of a project. Allah save you should you have to deal with anything that's suffering from PHP4 code.
Web hosts have all but dropped their support for PHP4, so you can make a chunk of change just dealing with that bullshit (fatal errors as far as the eye can see). You can also make some money off of the idiots who thought outsourcing their ecommerce solution to Indians was a good idea.

I've seen job listings for junior Ruby web dev for $10/hr and personally have seen clients use internships as opportunities to run college kids into the ground stress-wise. One client showed me a craigslist job response where the applicant volunteered to build a complete Wordpress ecommerce site for free. That's often what the competition looks like and that's why you take the money when it's there.
Employers are by no means innocent. Outsourcing exists. Salary slave jobs exist. Most of the time, you didn't even choose the language the site runs on. Real-world coding isn't always pretty, and often falls under the "FAST, CHEAP, & GOOD - Pick two" rule.
PHP is either going to unfuck itself or be replaced. Until then, who gives a shit? I know I can eventually code well in any high-level language for a decent wage.

You don't work in the real world at all. $1k is chump change for a real business. One of my clients was running a self-installed ecommerce site with code from 2003 because it was CHEAP and FAST - any time he needed work done to the site, he had oDesk Indians ready and willing, FAST and CHEAP.
