TCP packets are part of a connection, which has to be maintained by both sides.
Its easier to drop bad TCP packets and they're more predictable.

Doing something like a SYN flood requires more knowledge of the bots' OS. Since botnets are very likely to be on Windows machines, do note that after XP SP2 it is impossible to just use the Winsock API to send raw TCP packets. Therefore knowledge/understanding of the Windows kernel and the ability to program drivers is required to do a SYN flood from XP SP2 or later. An UDP flood is very simple to implement for any 15-year old wannabe hacker, a SYN flood is harder. This is equivalent to the lockpicking skills needed for the burglar in the earlier example.
but people just download tools to do this stuff. IE, the burglar walks around with a lock cutter and power tools that he or she found in the street. But yeah, in general it is a good idea to block anything that you don't need.
The fact that this DDoS UDP/SYN flooding bullshit is possible shows that there is a fundamental error in the architecture of the internet, whoever designed this piece of shit should be murdered. Completely fucking ridiculous.
