Category Theory does/can actually examine various set theories, maybe even in a more rigorous way than it would be done in those particular set theories. Both could be used as foundations for math. I also don't think they're the enemies our local friend here is portraying it to be - if you want infinity in your category theory, you can get it, it just might not always come by default as it does with ZFC.
