This board used to be full of them. I remember coming here and learning about Haskell, and my life was changed forever. Then I moved on to more serious communities like Reddit and Y Combinator. But lately everything seems stale, trite -- where can I go to learn about the latest language or framework that's being used by all of 10 people?

You shouldn't be looking for new languages; you should be busy coding in Haskell, for there will likely be nothing that even comes close to to it until the singularity. It is the pinnacle of language design.
