Solution1:Reverse engineer the format without consulting the docs(thats cheating) and write your own editor with custom OpenGL renderer library(windows font rendering sucks).
Solution2:pay for proprietary fonts..thats sad.
windows comes with a basic font editor called "Private Character Editor" , it's limited but it may be enough for you

You can't distribute modifications in TTF format, you can't edit beyond a basic pixel bitmap. Its basically a toy, proprietary and more limited than every shareware font app.

eudcedit.exe is not an editor, actually it provides private modifications for limited Private Character Range which cannot be saved as a font(Only linked with a existing font), and can only be used on the current PC(unless you distribute the EUDC modification files with it) .
