Is there a free, non-cygwin based font editor for windows?
I have to edit some fonts(just a dozen fonts).

You can't distribute modifications in TTF format, you can't edit beyond a basic pixel bitmap. Its basically a toy, proprietary and more limited than every shareware font app.
