If you know Lua it'll work fine for you. Just know that library support will be weaker than with PHP or Perl or whatever. Whatever you do, don't use PHP.

Oh, and don't do web dev. If you're a decent programmer it will make you suicidal. If you're still learning it will make you into the worst kind there is. For these reasons I don't think /prog/ is really a good place to bring it up.

Lua was intended as an embedded scripting language for a reason. Use something else for the web.

You can use whatever you want for web development. Scheme, Haskell, a ruby microframework, emacs org-mode pages, brainfuck, hell even something as braindead as PHP.

Use any flexible, decent language with a good database interface as a backend. Use a templating language for the front. You could even use PHP for that, but why bother?

For now, take it on faith that it is sufficiently nasty and contemplate the following: these are the people who are setting the standard, developing the frameworks, and willing to help you and other web developers.

php is a good place to start. hosting is cheap and you don't need to set anything up server side.

people use more advanced languages like ruby, python, etc.. because they're not just building sites but web based applications. 

let the project your working on determine the most appropriate language/platform for implementation.

It's funny that they support syntax highlighting for HASKAL and Scheme, yet you'll never find any posts for those among the god-awful PHP and Ruby.
