If you know Lua it'll work fine for you. Just know that library support will be weaker than with PHP or Perl or whatever. Whatever you do, don't use PHP.
Oh, and don't do web dev. If you're a decent programmer it will make you suicidal. If you're still learning it will make you into the worst kind there is. For these reasons I don't think /prog/ is really a good place to bring it up.

Lua was intended as an embedded scripting language for a reason. Use something else for the web.
You can use whatever you want for web development. Scheme, Haskell, a ruby microframework, emacs org-mode pages, brainfuck, hell even something as braindead as PHP.

C was intented as a low-level system programming language. Doesn't stop people from programming websights with it though. (CGI with C programs is fucking fast by the way)
Use any flexible, decent language with a good database interface as a backend. Use a templating language for the front. You could even use PHP for that, but why bother?
Problem: if you're new to programming you might not know what's so terrible about all that. For now, take it on faith that it is sufficiently nasty and contemplate the following: these are the people who are setting the standard, developing the frameworks, and willing to help you and other web developers.
