If someone changed the ownership of the root directory, and can no longer ssh into it, can you use Knoppix to mount the drive and change ownership back to root?

Why would changing the ownership prevent you from sshing into it? Did you mean to say permissions like the subject suggests?
Sure, just mount the partition and adjust the permissions of the mount point while it's mounted.
