I want to be suave LISP programmer. Recommend me tutorials, IDEs, texts, etc. I'm on a windows machine, btw.

if you want to delve into common lisp and you're not a schemefag, a very good introduction text is "A Gentle Introduction To Symbolic Computation". It's a very good text, but it's aimed at people who've never programmed before. Just skip the boring parts and that's it.
Then again, maybe you'll like "Practical Common Lisp". The title says it all.
But you'll probably want to start with SICP. It's not just a joke, you know? it's a great text. Since SICP uses scheme for its examples, you can pick up scheme, and then you can delve into common lisp.
(all the texts are available online, just google them)
1. Read SICP.
2. Learn some Common Lisp with A Gentle Introduction.
3. Read PAIP. The title is a bit misleading. You really should read it even if you're not interested in AI.
If you have any problems, I'd like to hear it. I wrote this mainly for my friends who are "interested" in Lisp, but not interested enough to spend the time looking up how to install it.

If you want to be a real LISP programmer, eschew tutorials. Meditate on the lambda symbol, enlightenment will come.
