I know this was posted as a joke, but the W3C is trying to do exactly this now with their Semantic Web. And Prolog seems to be the best choice of programming language for it.

Okay fine, I'll say the flame-worthy obvious thing: The intartubes are not programmed. To make one, you need:
1. Two routers (no less)
2. Two computers (no less)
3. Wiars to hook them up.
STEP 1
Build routers from spare electronics parts around your house.
STEP 2
Program their operating systems.
STEP 3
Program connectivity stacks on the computars.
STEP 4
Connect it all togethar:

STEP 5
See if it works. If not, two options.
