While hunting down 2Chan flashes I've noticed on the homepages of their respective creators links to Amazon of Japan for numerous books detailing how to be an effective flash animator.
I've tried hunting down some US flash instructional books but they're either too simplistic ("If you want to animate a character's arm... then just draw the arm...") or too complicated (various pure-math actionscript wankery.
Are there any good Flash books out there? Or any websites for that matter?

"Flash animation" is a rather vague term. Are you making a flash CARTOON? That should involve no actionscript programming (other than maybe a preloader) and primarily traditional 2D animation techniques. Flash stuff that involves programming is mainly used for games (better learn actionscript inside and out) and for websites (kill yourself).
