LUA questions

Could anyone answer:
 -how difficult LUA is to learn
 -if there's an easy-building program (maybe menu-based, etc., anything to make it easier)
 -how long it would take to gather the resources required to learn the scripting

This is actually disturbingly common. It bothers me and I'm not even one of the developers. I can't imagine how they feel about it.
