Thomas Jefferson said "Every constitution, and every law, naturally expires at the end of nineteen years. If it be enforced longer, it is an act of force, and not of right."

explain why it cannot be rewritten?

I a constitution needs to be changed, it's because it's flawed.

The sane view of constitutions, is that it's like the foundation for a house; it's the basis upon which you build the house. Its purpose is to form a stable framework for the rest of the house.
Which is why you set it as right as you can first time, so that it never needs changing.

But no matter how strong the foundation it will eventually need adjustments and repairs.
Now I'm not saying rewrite the constitution but change it to apply in a modern way.
The right to bear arms takes away the fear of a government ruling by force. But they take away any weapon that could so much as make the fight fair?
