Thomas Jefferson said "Every constitution, and every law, naturally expires at the end of nineteen years. If it be enforced longer, it is an act of force, and not of right."

explain why it cannot be rewritten?

I a constitution needs to be changed, it's because it's flawed.

The sane view of constitutions, is that it's like the foundation for a house; it's the basis upon which you build the house. Its purpose is to form a stable framework for the rest of the house.
Which is why you set it as right as you can first time, so that it never needs changing.
