Globally education systems are largely fucked too, so before we even consider this we must improve the way we educate people in any of these hypothetical camps. I mean, most places use rote learning and are taught that memorizing knowledge, not your ability to apply it dynamically is what's important.

Here's a pretty good idea: In order to transfer into adulthood, instead of automatically achieving it through simply living a long enough time, everybody is required to pass an IQ test. That would solve things neatly. On your ID, it could tell whether you were an adult or a 75 year old man-child. Having sex with a man-child (...like I dunno, Paris Hilton?) would count as rape.

I've been hearing about some invention called "chemical contraceptives". Neat little things, as I understand the concept.
Especially if we can get researched ones that act like On- and Off-switches; give every kid an Off-switch well before puberty, then as they turn 20 or so, only give the intelligent ones the On-switch. The rest get the placebo. Make the tests automated, as well as the distribution of on-switches and placebos.
That way, the dumb ones get to live and fuck as much as they please, but only the intelligent ones get to replicate their genomes.
For added bonus, get some reliable extra tests for stuff like psychos and religious nutjobs; we don't need them either.
