You probably don't realize how traditional society works. The tribes of bedouins do not like technological progress at all - they are perfectly content with their lifestyle. On the other hand they like waging wars on each other.
You can't just go and start progressing in such a society without bloodshed. Gaddafi did manage to maintain peace for 40 years, because he has managed to gain respect of all of the tribes. They consider him the sheikh of sheikhs.

He has 1 palace in the centre of Tripoli, where he lives and works and 1 bedouin tent, where he lives when he travels somewhere. Not unbearable for economy at all.

Where you saw discontent from middle class in Libya? The only the main groups rebelling are: poor immigrants from other african countries, radical muslims and one savage tribe of berbers.
